Veterans Affairs seeks new employee training environment

A final solicitation for the Enterprise Learning Management Solution contract is now available for industry to look at.

The Veterans Affairs Department has given industry the green light to start working on and submitting their proposals for a potential five-year contract to help develop a new enterprise training and education environment for employees.

VA will use a three-phase evaluation process to weed through bids for the Enterprise Learning Management Solution contract, which will run for one initial base year and up to four individual option years.

Phase one proposals for the single-award contract are due by July 1, VA said in its Monday notice to release the final solicitation.

VA envisions ELMS as a cloud-based commercial-off-the-shelf solution that combines the necessary software, hardware, licenses and services to support talent development and learning management activities across the department.

ELMS will replace VA's current enterprise system for training and educating employees, support staff, private sector individuals that work with VA, and people at other federal agencies.

The winning contractor will also be responsible for program management activities that include planning and support work ELMS system design, pilot tests, deployment and implementation.
