State Department releases $650M global training solicitation

This is for the third iteration of the Global Antiterrorism Training Assistance vehicle that supports efforts in at least 150 countries.

The State Department has unveiled the final solicitation for the potential five-year, $650 million recompete of a contract vehicle to provide law enforcement training services to international governments.

Bids for the third iteration of the Global Antiterrorism Training Assistance vehicle are due Sept. 1, the department said in the request for proposals posted Monday.

GATA III will have a one-year base period followed by up to four option years.

This contract supports the Antiterrorism Assistance program, which the department's Diplomatic Security Service created in 1983 to provide antiterrorism training and equipment to U.S. partners around the world.

ATA has since carried out training in at least 150 countries in support of close to 150,000 officials, the department says. Some of the services available through ATA include training courses, consultations, mentorships, and seminars and equipment for investigations.

The current GATA II contract was awarded in 2017 to six companies at a $990 million shared ceiling over up to five-and-a-half years. GovTribe data indicates the largest incumbent is Amentum, which inherited its place on the contract through the acquisition of PAE in 2022.

Of the $325 million in total obligations to-date, Amentum/PAE has booked approximately 64% with IDS International next at 30%.

ATA's topics of focus include border security, physical asset protection, leadership, regional coordination, incident response and cybersecurity.
