Who made the biggest hires in January?

Find opportunities — and win them.

January was an active month when it came to new hires and high-level retirements.

Some of the personnel changes were internal promotions, while others were people moving from one company to the next.

Washington Technology reported on 24 new hires for the month. Here's a recap to help you update your contacts.

Lockheed names new leaders for IS&GS, space systems

This was arguably the biggest personnel move of the month. Linda Gooden, who was executive vice president of information systems and global solutions, announced her retirement.

Effective April 1, Sondra Barbour will become the new executive vice president of information systems and global solutions, known as IS&GS.

Joanne Maguire, executive vice president of space systems, is also retiring. She will be succeeded by Rick Ambrose, effective April 1.

Altman returns to lead IBM federal

Anne Altman was named general manager, U.S. federal government; previously, she was general manager of IBM’s global public sector business.

She came back to federal to bring lessons learned from the global stage to the federal space at a “time of great transformation for our country,” an IBM spokesman said.

Serco revamps C-suite with new hires

Serco Inc. named a new chief financial officer, chief information officer, human resources leader and a new vice president of intelligence business.

Gary Shankman was hired as CFO, coming to the company from Science Applications International Corp.

Chris Sullivan was hired as CIO, coming to Serco from Computer Sciences Corp., where he was CIO of North American Public Sector.

Candy Curtin was promoted to senior vice president of human resources. She had been interim head of HR for the year, prior to her promotion.

Northrop Grumman taps new VP of cyber for government relations

Northrop Grumman Corp. named retired U.S. Navy Vice Adm., P. Stephen Stanley, vice president of Cybersecurity/C4, reporting to Sid Ashworth, corporate vice president, Government Relations.

Stanley now leads the cybersecurity and command and control portfolio in Northrop’s government relations organization.

Before Northrop Grumman, Stanley served as principal deputy director of cost assessment and program evaluation in the Office of the Secretary of Defense.

Northrop also named a new vice president of mission assurance for technical services.

Ruth Bishop was named to the post, effective Jan. 26, 2013. She'll be responsible for sectorwide mission assurance and Six Sigma functions, while predicting future program performance for the sector, Northrop Grumman said. She was director of mission assurance for Northrop Grumman’s electronic systems sector’s intelligence, surveillance and reconnaissance and targeting systems division.

Also at Northrop Technical Services, Steve Hogan was named sector vice president and general manager of its integrated logistics and modernization division, effective Jan. 26, 2013.

He'll be responsible for global logistics and modernization, systems logistics and modernization and operationally responsive systems. He was vice president and integrated product team leader for Northrop Grumman Aerospace Systems’ F/A-18 and Information Operations and Electronic Attack programs.

Booz Allen civilian leader set to retire

Booz Allen Hamilton’s leader of its civilian business, Francis "Jimmy" Henry, Jr., has told the company he plans to retire April 1.

No word yet on a possible successor.

Force 3 names new CEO

Force 3 founder and former CEO, Rocky Cintron, dropped his title as CEO and named Les Trachtman the company’s new chief executive.

Cintron remains with the company as the chairman of the board.

Trachtman joined Force 3 in 2008 as its chief operating officer, after being the CEO of several other companies, including Transcentive and e-OneHundred Group.

DLT Solutions hires VP, expands professional services

DLT Solutions expanded its professional services offering by hiring subject matter experts and professional engineering staff. To lead the effort, the comany named Don Simpson vice president of the newly expanded professional services.

Prior to working at DLT Solutions, Don Simpson served as chief information officer of the U.S. Transportation Department, Research and Innovative Technology Administration.

Citizant promotes new CFO, COO

Citizant appointed Greg Gorgone as chief financial officer and Jeffrey Beyer as chief operating officer. The COO position was a new position for Citizant, and Gorgone is the first CFO for the company since 2010.

Gorgone has been with the company for 11 years, and was the senior vice president of finance and administration before the promotion. Beyer came to Citizant in 2011, after serving as president of the Engle Group.

Sotera promotes insider to CIO

Sotera Defense Solutions appointed Rick White as its chief information officer. He is responsible for architecting and implementing IT solutions to enhance Sotera’s operations.

Before his promotion, White was Sotera’s vice president and solutions architect, where he helped design innovative technology solutions as part of proposal efforts.

Dovel Technologies hires on new CFO

Dovel Technologies appointed Ronald B. Alexander as executive vice president and chief financial officer. He is responsible for corporate finance, accounting, contract management and corporate development.

Before this appointment, Alexander had already been working for a year with Dovel Technologies as a consultant, but joined the company full time when he was appointed to this position.

New BD director named for GD imagery systems group

Fran Zenzen was named director of business development for imagery systems inside of General Dynamics Corp.’s advanced information systems group.

She was most recently was director of ISR strategy at General Dynamics C4 Systems.

In her new role, she’ll lead a business development team that will identify and help win new business for GD.

Vistronix names new president

Vistronix named John Hassoun corporate president. He is now responsible for the company’s business units and corporate support functions, reporting to Vistronix CEO, Deepak Hathiramani.

Hassoun is overseeing the integration of Vistronix’s recent acquisition of Technology Associates International Corp.

Before Vistronix, Hassoun served as co-CEO of ATS Corp.

Catapult hires new BD director

Catapult Technology named Brian Murphy director, business development, on the enterprise systems team. He is responsible for capturing new defense business.

In this role, he will identify opportunities, lead the development of proposals, and buff up the company’s capture strategy by establishing business relationships with teaming partners.

Before Catapult, Murphy was senior federal business development representative at L-3 Communications.

Exelis hires new president of Information Systems

Exelis Inc. named Pamela Drew president of the company’s Information Systems business area. She replaced Mike Wilson, who is retiring, effective March 31.

Drew is responsible for leading the effort to apply Exelis’ engineering and science talent in system development, networking, radio frequency communications and information systems

Before Exelis, Drew was senior vice president of strategic capabilities and technology at TASC Inc.

CTC hires new SVP, CTO

Concurrent Technologies Corp. named Vicki A. Barbur senior vice president and chief technical officer. She is responsible for setting the vision and strategic direction for the company’s scientific and technical capabilities.

Barbur was previously vice president of research and development for the medical segment at Cardinal Health, McGaw Park, IL.

QinetiQ North America hires new director of strategic programs

QinetiQ North America appointed Richard M. Burke director of strategic programs of the company’s Mission and Information Solutions business unit.

In his new role, Burke is responsible for aligning the company’s capabilities in cyber intelligence, software development, big data and mobility solutions with the company’s homeland and national security customers, the company said.

Burke was previously with the Homeland Security Department, serving most recently as a director of the department’s Plan Division within the Office of Operations Coordination and Planning.

KPMG hires ex-HHS official for advisory practice

KPMG LLP named John Teeter managing director in the firm’s advisory practice, where he will assist clients with government health care IT matters, as well as serve in the company’s health and human services practice.

Teeter came to the company having served as associate deputy assistant secretary for IT and deputy chief information officer of the Health and Human Services Department.

Capgemini picks new CEO for government

Capgemini named Douglas Charles chief executive officer of Capgemini Government Solutions LLC, where he is continuing to drive strategy and growth for the company with U.S. sector clients.

Charles is focusing on clients in the areas of unemployment insurance, business information, independent verification and validation and consulting services, the company said.

He was previously a vice president in the company’s Capgemini Applications Services business unit in North America, which focuses on market development, alliances and services offerings.

The SI hires new chief technology officer

The SI Organization named Barry Barlow chief technology officer. He is helping the company accelerate development of new market offerings and strengthen existing capabilities.

He comes to the SI from the National Geospatial-Intelligence Agency, where he served as director for online geospatial-intelligence services.

Deloitte names new managing director of health care practice

Deloitte & Touche LLP named Todd Kerr a managing director in the company’s governance, regulatory and risk strategies practice, where he will serve the company’s health care clients.

He was senior vice president and chief compliance officer of Fresenius Medical Care North America for eight years, where he led the development of physician and pharmaceutical joint venture compliance programs.

B3 taps insider for its new COO

B3 Solutions promoted James H. Washington to the position of chief operating officer, where he is now providing leadership and vision for B3’s business, as well as its operating strategy.

Washington is also overseeing all of the company’s lines of business, including transportation, federal services, homeland security and defense.

Before his promotion, Washington was executive operations advisor to the chief executive officer and president. And the company kicked off February by naming a new president.

Citrix promotes two to DOD, state and local

David Smith was promoted director for state and local government. He will build partnerships in that market. Formerly, he was the Defense Department lead.

Mark Neustadt was named sales director for DOD and will lead sales effort in the market. He is a former business development manager for the defense sector at Citrix.
