DHA significantly grows awardee pool for $2.5B IT vehicle

The Defense Health Agency has wrapped up its reconsideration of proposals for a potential $2.5 billion IT services contract vehicle and has opted to increase the number of winners from six to 34.

Back in the summer, DHA originally made awards to six companies to provide IT service desk and other support work around the world under the 10-year contract.

AccelGov, Systems Plus and Syneren Technologies subsequently filed protests at the U.S. Court of Federal Claims to challenge exclusion from the winners list. DHA chose to open discussions and evaluate updated proposals from the rest of the field, while the original group of six kept their awards.

Now in a preaward notice posted Wednesday, DHA said it has notified 28 companies that the agency has determined them to be "apparently successful offerors" for the Military Health System Enterprise IT Services Geographic Service Provider vehicle.

AccelGov, Systems Plus and Syneren Technologies are on that list. The judge overseeing their case dismissed the complaints in August after DHA said it would reopen discussions and allow for some proposal revisions.

But the phrase "apparently successful" is the key here, given that MHS EITS GSP is a small business set-aside program. The window is now open over the next five business days for small business offerors to protest whether an apparently successful offeror is in fact a small business.

Absent any protests of business size or the new proposal evaluations, the pool of awardees is poised to grow by about 5 times to 34 companies.

DHA received 39 total bids for a place on the vehicle, meaning that five proposals have not been chosen for an award.
