Public safety, consulting and tech leadership moves across the market

One of these appointments involves a former chief of staff for the Office of Federal Chief Information Officer, who moved to the private sector two years ago.

AT&T

Scott Agnew has moved up to the role of president for FirstNet, the nationwide public safety broadband network built by AT&T.

Agnew is a 24-year AT&T veteran and succeeds Jim Bugel, who has led the FirstNet team since the fall of 2022 and is retiring after 31 years with the company.

The buildout of FirstNet received final validation in December 2023, while the network now covers approximately today covers more than 2.91 million square miles.

Prior to this promotion, Agnew worked as vice president of FirstNet and public sector mobility. His career at AT&T includes several other public sector-focused roles such as area vice president, director of business development and global account manager.

Bixal

Malcolm Harden has joined as senior vice president of consulting services, where he will lead the development and implementation of strategies for that line of work.

Bixal was founded in 2001 to work with government agencies and organizations on engaging the public and hard-to-reach communities through strategic communications efforts with technologies as a core component of that.

Harden is a three-decade veteran of the market who most recently worked as chief growth officer at the business consultancy Safal Partners.

His career also includes leadership roles at Microsoft and CGI.

Guidehouse

Robert Partee has joined the consulting and professional services firm as leader of cloud solutions within its digital services segment.

Partee will oversee the oversee the development and execution of Guidehouse's cloud strategy that includes lines of work such as migration, infrastructure modernization, and the integration of emerging technologies.

A three-decade technology sector veteran, Partee most recently worked as a managing director at Accenture focused on enterprise cloud. His career also includes roles at Amazon Web Services, Deloitte and Microsoft.

Second Front Systems

Josh Bosquez has joined the public-benefit software provider as chief technology officer and will oversee its engineering department's work with the security, product and growth teams.

The two-decade tech sector veteran takes up the role formerly held by Enrique Oti, now Second Front's chief strategy officer. Bosquez is a former CTO for Eventus and Armor Cloud Security.

Bosquez also is the company's second major tech leadership hire alongside Jason Weiss, a former Defense Department former chief software officer and now Second Front's public sector CTO.

Booz Allen Hamilton's venture capital arm is an investor in Second Front.

Socure

Jordan Burris has moved up to the role of vice president and general manager of public sector solutions at this digital identity verification technology provider.

Burris most recently led Socure’s public sector technology function for the past two years and now oversees all aspects of its work in the government landscape, including partnerships with federal technology integrators and resellers.

Prior to Socure, Burris served as chief of staff in the Office of the Federal Chief Information Officer for four years and during two presidential administrations.
