Who made September's biggest hires?

The fourth quarter of the fiscal year is infamous for its increased contract activity, and with all the uncertainty that's become a staple in the government contracting marketplace, personnel changes slowed down in September. We still tracked several high profile new hires, though.

Washington Technology reported on eight hires this month, and they came from a number of places:

PAE taps new VP and deputy general counsel

PAE named William Lietzau vice president and deputy general counsel.

Lietzau joined PAE from the Defense Department, where he served as the deputy assistant secretary of defense for rule of law and detainee policy.

Agilex picks two new execs for leadership team

Agilex named Mark Bittmann and Jose Garcia to its advanced technologies leadership team.

Bittman was tapped to be the team's director of technology innovation with a focus on cloud computing, big data and analytics. He was formerly a senior software engineer in the company's intelligence/defense business unit. Before joining Agilex in 2009, Bittman worked at Booz Allen Hamilton.

Garcia was tapped to be the team's director of mobile solutions, joining the company from NII Holdings/Nextel, where he served as its director for enterprise mobility solutions and services. Before NII Holdings/Nextel, Garcia worked at Sprint Nextel, and was once a wireless solutions sales executive with IBM.

IntelliDyne taps new VP of technology

IntelliDyne has been a big name in Washington Technology’s people news for months, and made its most recent hire in September.

In September, the company named Richard Sears vice president of technology, where he now supports the company in its focus on driving business innovation and providing IntelliDyne clients with technology solutions for business success.

Sears has been with the company since July 2011.

Deloitte taps former FBI special agent to be security and privacy director

Deloitte & Touche named Mary Galligan a director in its security and privacy practice.

Galligan came to Deloitte from the FBI, where she spent more than 25 years of her professional career. She was most recently a senior-ranking special agent in charge of the New York FBI office.

Parsons picks new VP of strategic development

Parsons named Jay Watkins vice president of strategic development, where he will contribute to business development through the management of the company’s transportation strategy.

In his new role, Watkins now focuses on key customer relationships throughout North America, Parsons said in a release.

Watkins worked at Parsons in the past, but then spent seven years as CEO at a project and construction management company, the company said.

Raytheon appoints new VP, CEO of Raytheon International

Raytheon Co. named John Harris vice president of business development and CEO of Raytheon International.

Harris succeeds Thomas Culligan, who plans to retire from the company at the end of the calendar year. Culligan is serving as senior advisor until that time, the company said.

As vice president of business development and CEO of Raytheon International, Harris is now responsible for worldwide sales and marketing, the company’s international business and its government relations operations functions, Raytheon said.

American Systems picks insiders for new posts

American Systems promoted two executives to new posts to lead professional services and custom solutions.

Hyuk Byun was tapped as vice president and general manager of professional services. He has been charged with broadening the group’s horizons and bringing his experience running the customs solutions group to the professional services group.

Replacing him at the customs solutions group is Pete Pflugrath, who was named vice president and general manager. He is tasked with leading efforts to develop and manage identity management programs and complex systems such as the Synchronized Pre-deployment Operational Tracker (SPOT) Enterprise System.

Northrop taps new board member

Northrop Grumman named William Hernandez to its board of directors, raising the number of members to 13.

Hernandez is a retired senior vice president and chief financial officer of PPG Industries Inc. He also served as the company’s corporate controller from 1990 to 1994.
