Paul Mamo is on six-month detail from the Internal Revenue Service to manage government-to-citizen e-gov projects. He replaces Jonathan Womer, who took another job at OMB. At the IRS, Mamo led the agency's e-gov program office.
Tim Young will manage the internal efficiency and effectiveness e-gov projects. He replaced Stephen Galvan, who became chief information officer of the Small Business Administration in June. Young had been a senior consultant at BearingPoint Inc. of McLean, Va.
