USCIS moves closer to software development recompete launch date

The U.S. Citizenship and Immigration Services agency gives industry a date for when to expect a final solicitation and provides more detail on how it will conduct the competition.
The U.S. Citizenship and Immigration Services agency has made a key decision for how it plans to recompete a contract vehicle for software development services in support of case management systems.
Iteration number four of the Outcome-Based Delivery and DevSecOps Services vehicle will be a full-and-open competition, which is a key change from the current ODOS III contract that is set-aside for small businesses.
USCIS is eyeing “on or about” April 7 to release the final solicitation for ODOS IV, the agency said in a Wednesday acquisition update notice. ODOS IV’s request for proposals will go out via the General Services Administration’s eBuy portal, given that eligibility is reserved for Schedule contract holders.
The agency is particularly interested in acquiring services such as adaptive follow-on maintenance, the development of secure high-performing updates, and delivery of IT tools with cloud and site reliability engineering best practices and principles.
USCIS is looking to enhance the capabilities of its case management system called ELIS, short for Electronic Immigration System.
ELIS is set up for functions such as case intake delivery, account management, benefits case processing, electronic document management, and integration with other USCIS systems.
ODOS III is currently slated to expire on July 24 with Alpha Omega Integration, DV United, Softrams and ADG-REI Technology Ventures as incumbents. The latter is a joint venture of ADG Tech Consulting and REI Systems.
Deltek data indicates USCIS has obligated approximately $290.1 million against that contract to-date with DV United the largest recipient of that spend at 42%, or $122.2 million.
ADG-REI and Alpha Omega are next respectively at 26.2% and 24.7%, or $76.3 million and $71.8 million. Softram makes up for the remainder at 7.1%, or $20.6 million.
The agency awarded ODOS III as a series of delivery orders via the CIO-SP3 government-wide IT solutions contract vehicle.
