GSA, DOD preview on-ramp for $1.8B readiness support contract

Roughly a dozen primes are currently involved in this contract called PRISM and the Defense Department wants to know if more small businesses can join them.

The Defense Department and General Services Administration have started their search for small businesses that could potentially join a potential $1.8 billion contract vehicle for human resources and payroll activity support at DOD.

GSA is managing the Personnel and Readiness Infrastructure Support Management program on DOD’s behalf and awarded the contract in mid-2024 to 13 primes. They vie for task orders across work areas such as program management and business operations.

This sources sought notice posted March 24 marks the start of work by GSA and DOD to identify whether more small businesses could support PRISM’s requirements. Responses are due by 4 p.m. Eastern time on April 7.

In the request for information, GSA and DOD indicate they want the performance period to start July 15 under any on-ramp contract.

PRISM’s scope involves professional service support for personnel and readiness efforts related to “significant and complex” systems operated by DOD.

They can include various components such as national security systems, communication systems, surveillance systems, or other capabilities aimed at enhancing national security and military readiness and effectiveness.

DOD has obligated $86.9 million against PRISM since the contract opened for business, according to GovTribe data.
