NOAA adds pair to $8B services vehicle's 'Fisheries' domain

One of the new awardees put up a legal fight to get its bid reconsidered and the second appears to have benefited from that ask.

Two more companies have secured positions on the “Fisheries” domain of the National Oceanic Atmospheric Administration’s main contract vehicle for acquiring professional services from small businesses.

NOAA awarded places on this leg of the Protech 2.0 vehicle to JRD & Associates and Parymon in a move that grows the Fisheries prime roster to 23. The agency announced those new awards in Sam.gov notices Thursday and Friday.

ProTech 2.0 has an $8 billion ceiling over up to 10 years across all four of its domains with three of them awarded so far, including Fisheries. A draft solicitation for Weather was issued in May.

First awarded in February to 21 companies, Fisheries is geared toward NOAA’s mission of protecting seafood resources and creating more sustainable ecosystems.

But for Parymon, the company had to put up a fight for at least a second chance at an award. Parymon filed a post-award protest in March to challenge NOAA’s evaluation of its proposal and the agency agreed to look at the bid again, so that protest was dismissed in April.

JRD & Associates did not file a protest, but appears to have reaped the award from Parymon’s ask for a re-examination.
