Energy sticks with first choice for $377M training support contract

Nine companies bid as part of this corrective action for the five-year award focused on Energy's National Training Center.
The Energy Department went back to the drawing board, and stayed there a while, in its push to award a $377 million contract for technical and professional services to support its National Training Center.
A first round of protests in early 2023 succeeded in getting Energy to nix its original choice of Eagle Harbor for the five-year contract. Later that spring, a second round of protests also were successful in moving Energy to a different and wider plan for its corrective action.
But the end result is the same for now. Energy has again chosen Eagle Harbor's proposal for this fourth iteration of the contract, which only 8(a) small businesses could have bid for.
Energy made the award on Friday and received nine bids for it through the corrective action, according to Federal Procurement Data System records.
The department's National Training Center is responsible for the mission in its name and the professional development of Energy and National Nuclear Security Administration employees, as well as contractor personnel.
The NTC is located in Albuquerque, New Mexico and requires an industry partner to help its staff with instruction, IT, business and management functions.
Eagle Harbor's win also would represent a takeaway from incumbent Kupona Government Services. Eagle Harbor is a subsidiary of Koniag Government Services, an Alaska Native Corporation.
