Technology, talent and operations leadership moves across the market
Some boards of directors at the government market's largest companies also welcomed new members.
Arcfield
Glasford Hall has joined the systems engineering services provider as chief information officer with three decades of IT experience to the role.
Hall most recently held the CIO role at QinetiQ’s U.S. subsidiary for approximately one year and worked at Microsoft in the decade before that.
His career also includes IT leadership roles at TASC and Northrop Grumman.
Clarity Innovations
Jason “Jay” Bonci joined the national security software integrator as a senior vice president on Oct. 14 following three years as the Air Force’s chief technology officer.
In that role, he oversaw the service branch’s enterprise IT portfolio and Cloud One initiative among other efforts.
Now at Clarity, Bonci will be responsible for aligning the company’s engineering and business resources to drive integration. Clarity is backed by Capitol Meridian Partners and combined with Chameleon Consulting Group during the summer.
Expansia
Tim Gramp has joined the government technology consulting firm as chief technology officer following his service as chief engineer for the Marine Corps.
In that civilian leadership role, Gramp led teams responsible for the delivery of enterprise systems engineering capabilities across the service branch.
Now as Expansia’s CTO, he will lead the company’s overall technology and innovation strategy. Expansia is a service-disabled, veteran-owned small business that started in 2014.
HII
John Bell has moved up to the chief technology officer position at the mission technologies segment, which houses much of the company’s software-centric work for government agencies.
The 29-year HII veteran will oversee the adoption of so-called “Industry 4.0” capabilities such as artificial intelligence, big data and robotics.
Bell most recently worked as technical director for the segment’s live, virtual and constructive training group. His career also includes leadership roles for research-and-development efforts in areas such as networks, information systems and cybersecurity.
Lightridge Solutions
Nick Weiser has joined the space sensor and payload provider as chief human resources officer and brings two decades of HR experience to his new employer.
His areas of responsibility will include talent acquisition, retention, engagement, leadership development, performance management, succession planning and policy development.
Weiser previously worked at L3Harris Technologies for five years, where his most recent position was vice president of human resources for the maritime sector.
LMI
Jonathan Stammler has returned for a third stint with the company he started his career at, now as its chief information officer.
He most recently worked as CIO and chief information security officer at NobleReach Foundation, the nonprofit organization that separated from LMI in 2023.
Stammler was LMI’s CISO from 2018 to 2022.
Reli Group
Vishal Tulsian has joined the government IT and professional services provider as president and chief operating officer.
Reli’s hire of Tulsian continues a busy fall for the company that has seen founder Mohammad Elias return as chief executive and Saeed Elnaj join as chief information officer.
Tulsian most recently worked as senior vice president and general manager of Science Applications International Corp.’s business in state, local, health and civilian agencies. The 25-year market veteran spent 10 of them at CGI Federal prior to SAIC.
Xcelerate Solutions
David Kapusta has moved up to chief operating officer approximately six months after he first joined the secure IT services provider as executive vice president of integration.
He will continue to oversee the integration of VMD into Xcelerate following their combination first announced in February.
Prior to Xcelerate, Kapusta worked as COO and president for operating units at NTT Data’s U.S. federal subsidiary.
CACI International
Scott Morrison and Charles Szews have joined the board of directors as independent members following their election by the company’s shareholders.
Morrison most recently worked as chief financial officer at Ball Corp., where one of his final big projects was the sale of its aerospace business to BAE Systems Inc. He joined Ball in 2000 following 16 years in the banking industry and held increasing roles of responsibility before his promotion to CFO in 2020.
Szews is a former chief executive of Oshkosh Corp., having led the specialty vehicle maker from 2011 to his 2015 retirement. He first joined Oshkosh in 1996 after almost two decades at Fort Howard Corp. and Ernst & Young.
L3Harris Technologies
David Regnery has become the third independent member to join L3Harris’ board of directors following a cooperation agreement the company and D.E. Shaw signed in December 2023.
He has led Trane Technologies as chief executive for three years and before that worked as COO at the maker of systems for refrigeration and heating, ventilation and air conditioning.
The L3Harris board now has 15 members following Regnery’s appointment.
Mitre Corp.
Chris Inglis has joined the board of directors at the nonprofit science and technology organization, which onboarded CEO Mark Peters in early September.
Inglis holds the distinction of having served as the White House’s first national cyber director for a term between 2021 and 2023.
He is also a former deputy director of the National Security Agency and a three-decade veteran of the Air Force and Air National Guard, from which he retired as a brigadier general.
QinetiQ Group PLC
Dr. Ezinne Uzo-Okoro has been elected to the U.K.-headquartered defense technology company’s board of directors as an independent member.
She is a 20-year government service veteran and most recently served as an assistant director of the White House’s Office of Science and Technology Policy, where her focus was on space.
Uzo-Okoro is now a venture partner at SineWave Ventures, a term member of the Council on U.S. Foreign Relations and a senior fellow at Harvard University’s Belfer Center.
