A pair of CEO moves and more across the market

Eutelsat America

Kevin Steen has been promoted to chief executive of the satellite operator's subsidiary focused on the U.S. government customer set.

Steen's appointment follows the completion of the merger of Eutelsat with OneWeb, which also included the latter's own U.S. government subsidiary called OneWeb Technologies. He will oversee the ongoing integration of those two federal businesses that will go to market as Eutelsat America.

Steen has led OWT as CEO for approximately two years and before that held the same role for five years at iDirect, the USG-focused subsidiary of ST Engineering.

HighPoint Digital

Jay Jones has moved up to the CEO post approximately three years after he first joined the IT- and customer experience-focused company.

Jones started at HighPoint in the fall of 2021 as chief executive and then moved up to president at the start of 2023. He has led HighPoint's partnership function and oversaw its brand refresh effort.

He also has worked in business development and management roles at companies such as General Dynamics IT and Deloitte.

Abt Global

Debra Cammer Hines has joined the global consulting and research firm, formerly known as Abt Associates, as chief solutions officer to lead its capability development and deployment function.

The three-decade public sector veteran will particularly focus on Abt's work in areas such as research, digital services, technical assistance and equity.

Most recently, Cammer Hines established and executed the go-to-market strategy for Ernst & Young's state and local government business. Prior to EY, she oversaw a 2,000-person public sector consulting team at IBM.

Clarity Innovations

Kelli Usé-Hull has joined the data and cyber analytics software provider as senior vice president of growth to lead its business development function.

Clarity Innovations created that position and hired Usé-Hull to help lead this iteration of its strategy that includes the backing of Capitol Meridian Partners, which announced its investment in the company in December.

Usé-Hull led the BD function at Avantus Federal prior to its $590 million acquisition by QinetiQ's U.S. subsidiary in the fall of 2022. Her career includes other BD leadership roles at Raytheon, Hewlett-Packard and most recently Slingshot Aerospace.

Edgewater Federal Solutions

Rodger Jones' promotion to president is the newest in a series of them at this enterprise IT- and cyber-focused company.

Edgewater has announced several new roles for its executives since its receipt of an investment in 2022 from Blue Delta Capital Partners. Hank Jackson most recently became president, Brian Carr is now its chief financial officer and Zhenia Klevitsky joined as chief growth officer in late 2023.

Most recently, Jones worked as chief operating officer and general manager for the Encantado Technical Solutions joint venture that Edgewater co-owns with ECS. Encantado provides IT services to the Sandia National Laboratory.

Science Applications International Corp.

Amira Hossain has joined SAIC in the role of senior vice president and corporate development officer as the company looks to chart the new iteration of its strategy.

Hossain most recently worked at ICF for four years as its senior vice president of corporate development and integration, a role that meant close involvement in M&A activities. ICF completed seven acquisitions during that time.

The two-decade M&A veteran's career prior to ICF includes a four-year stint as corporate development and integration lead at McCormick & Company, plus advisory-focused roles at firms like KPMG and Deloitte.

Auria

Enlightenment Capital's company focused on government and commercial space programs unveiled itself to the market in January and now has three high-profile names on its board of directors.

Former Air Force Secretary Deborah Lee James, retired Space Force Lt. Gen. John Shaw and veteran space industry executive Tony Frazier are the panel's newest members.

Shaw most recently served as deputy commander for Space Command, while Frazier joined the space tech startup LeoLabs in February as chief executive following several years at Maxar and its heritage companies.

CRDF Global

This nonprofit science organization also has welcomed a new board member in Dr. Chris Fall, currently vice president for applied science at Mitre.

He joined the fellow nonprofit Mitre following service as acting director of the Energy Department's Advanced Research Project Agency – Energy. Also known as ARPA-E, that agency focuses on basic research and support for U.S. national laboratories.

Fall currently oversees Mitre's research-and-development work across areas such as life sciences, transportation, economics, acquisition and enterprise strategy. His career also includes senior management roles at the Office of Naval Research over seven years, including acting chief scientist.
