After multiple protests, Special Operations Command has made a second attempt at awards on a $950 million small business set-aside contract for engineering and other professional services.
The new roster of awardees announced in the Pentagon's contracts digest Friday has the same number at 46. But some of the names are slightly different compared to the first group of winners revealed in May after SOCOM undertook a corrective action in response to several protests.

After try number one at awards, eight protests went to the Government Accountability Office over the source selection process that saw 86 bids get to Socom. An unknown number of others were raised at the Small Business Administration to lodge size challenges.
GAO denied one protest, while there were four withdrawals and three dismissals. The number of bidders was not disclosed for the second attempt at awards, which have been described as made “competitively using Federal Acquisition Regulation Part 15 procedures.”
The SOF Core Services Support Contract is intended as a follow-on to the current SOCOM Wide Mission Support effort covering subject matter expertise and other knowledge-based services.
Core Services Support is a departure from the incumbent contract in that the former is reserved for small businesses, while the latter has an unrestricted pool and a restricted track.
