Navy taps CGI to build new contract writing, management system

CGI Federal has won a potential 10-year, $222.9 million contract to build a new electronic contract writing and management system for the Navy.

Six offers were submitted for the Electronic Procurement System contract that seeks to replace the branch’s legacy systems that do the same work, the Defense Department said in its Wednesday awards digest. EPS is a new requirement so there was no incumbent.

Once built and deployed, EPS is intended to help the Navy process data and interface with other electronic systems used by the Defense Department, other federal agencies and within the service branch itself.

The Navy wants EPS to support approximately 10,000 contract specialists and other users around the world with advanced and general IT capabilities that support acquisition efforts, according to solicitation documents.

EPS also must support all phases of a contract from inception to closeout and incorporate commercial-off-the-shelf tools.

Work will take place over an initial base year and up to nine option years.
