ICF taps new public sector head, Glover to retire

ICF promotes two-decade company veteran Mark Lee to lead its public sector business, succeeding the retiring Ellen Glover.
ICF has promoted Senior Vice President Mark Lee to lead the global consulting firm’s public sector group that supports U.S. federal, state and local government agencies, the company announced Wednesday.
Lee will succeed current public sector group lead and Executive Vice President Ellen Glover, who will retire from ICF after an almost 15-year career at the company.
More recently, Lee led business development for the public sector group and also was responsible for its disaster management division. He joined ICF in 1999 and has also led the company’s environmental health sciences business.
In a release, ICF Chairman and CEO Sudhakar Kesavan said Lee is tasked with leading ICF’s efforts to “continue to stay ahead of shifting client needs and provide services that make meaningful impact to federal and state and local agencies.”
Glover joined ICF in 2005 and has helped lead the company’s efforts to blend both its commercial and government market chops with a mix of subject matter knowledge and technical expertise.
Prior to ICF, she held executive roles at Advanced Technology Systems, Impact Innovations Group, and Dynamics Research Corp.
She was selected in 2001 for the FCW Fed 100 Eagle award in recognition of her efforts to grow communication between government and industry. Glover is also a former chair for both the Professional Services Council and ACT-IAC, the latter of which awarded her the Janice K. Mendenhall Spirit of Leadership award.
Kesavan credited Glover with “driving major growth for ICF, delivering important outcomes for our clients and developing a talented and diverse cadre of leaders.”
Nearly 63 percent of ICF’s $1.34 billion in total revenue last year came from government agencies, according to regulatory filings.
