Northrop takes $434M State consular IT contract

Northrop Grumman has won an initial $434.2 million contract to modernize technology the State Department uses to process visas and deliver passport services to U.S. citizens in overseas locations.

The State Department’s Consular of Bureau Affairs is seeking to create a more self-service environment for users through a website and facilitate a digital workflow through an online application process, according to a May 11 FedBizOpps award notice.

Solicitation documents indicate the “Consular Systems Modernization” contract has a ceiling of $850 million over up to 10 years with one base year followed by nine individual option years.

The contract supports ConsularOne, a State Department initiative through which they are seeking to modernize and consolidate online consular services into a common technological framework.

Other goals include the creation of a user-friendly interface with a common look for all customers, along with the ability to adjust and scale operations reliably as needed.

Deltek's GovWin database said this is a new contract so there is no incumbent.
