The NATO Supreme Allied Commander Transformation is looking for contractors to develop a disease surveillance system that will allow for quick detection of bioattacks on deployed NATO forces.The project will analyze available systems and capabilities that can rapidly collect, identify and disseminate information on biological outbreaks from both intentional and unintentional releases of biological agents. A joint NATO exercise will test the prototype systems in 2006.The award is open to international bidders. The Commerce Department's Bureau of Industry & Security is the contracting office for the award. Responses are due by April 21. Contact David Newsom at dnewsom@bis.doc.gov.The Pension Benefit Guaranty Corp. seeks vendors for a business process re-engineering program along with a new consolidated financial accounting system.The agency wants to replace three financial reporting systems. It also wants to set up interfaces with subsidiary and noncore systems, reduce expenses and delays caused by the aging systems and provide a real-time, transaction-based system.The system will use Oracle Corp.'s Federal Financials software. The equipment and systems provide communications throughout the Army Central Command and Central Command Area of Responsibility. Communications services are provided in Afghanistan, Djibouti, Iraq, Kuwait, Qatar, Saudi Arabia and Uzbekistan. The contractor must continue to provide services and supplies during hostilities.The contract has a four-month phase-in period. It is for 18 months with four one-year options.
