Section 803 of the 2002 National Defense Authorization Act requires at least three bids for each services acquisition job worth more than $100,000 made under a multiple-award contract. Officers must notify all holders about an opportunity or at least enough to get three competitive bids.
Bidders also must be allowed enough time to respond, or Congress might require it via more legislation, Lee said.
