Special Operations Command launches $2B network equipment recompete

One award out of a maximum six will go to a small business for iteration three of this contract also called TREX.

Special Operations Command is now ready for industry to start working on and submitting bids in pursuit of a potential $2.4 billion recompete contract for products and services in support of C4 and ISR functions.

SOCOM uses the Targeted Requirement Execution contract to acquire equipment in areas such as system integration, hardware and modifications, specialized communication solutions and networks, and signal processing capabilities.

The final solicitation issued Friday is for the third iteration of TREX and proposals are due by 12 p.m. Eastern time on April 28. SOCOM expects to award between three and six positions on TREX 3 with one seat reserved for a small business.

Command leaders set up the contract to also cover incidental services for its mission sets in command, control, communication and computers; and intelligence, surveillance and reconnaissance.

SOCOM will evaluate proposals against four primary evaluation factors that include past performance, delivery order management and delivery order price. Factor number one is broad in nature as it covers technical management organizational structure, business processes and subcontracting.

Delivery order price is described as the least important factor, while delivery order management and factor number one are the most important.

The current TREX 2 contract has seen approximately $834.5 million in order flow since it was awarded in the fall of 2020. IGov Technologies is by far the largest recipient of that spend at 70.4% to-date, according to GovTribe data.
