Iteration number six of the so-called SWIFT program continues work directly tied to the U.S. Agency for International Development's presence in conflict-prone regions.

Seven companies have won positions on a potential 10-year, $5 billion contract vehicle for broad professional services in support of global stability support efforts by the U.S. Agency for International Development.

USAID awarded this sixth iteration of its so-called SWIFT program on Friday and received 21 bids in total, according to Federal Procurement Data System records.

The Support Which Implements Fast Transition contract supports USAID’s Office of Transition Initiatives. This team focuses on providing countries with “fast, flexible, short-term assistance targeted at key political transition and stabilization needs,” according to its website.

FPDS identifies the SWIFT 6 awardees as follows:

  • Adam Smith US
  • Blumont Global Development
  • Chemonics International (incumbent)
  • Creative Associates International (incumbent)
  • Democracy International
  • Dexis Interactive (incumbent)
  • DT Global (incumbent)
  • Management Systems International (incumbent)
  • Palladium International (incumbent)

The Office of Transition Initiatives primarily works in countries where conflict is a regular occurrence and with them to promote democracy and stability.

SWIFT 6 awardees will bid for task orders to provide staffing and logistical fielding support in-country, short-term technical assistance, and administrative support to USAID personnel.

Each version of SWIFT also has included programming initiations within weeks given the nature of the work and mission.

USAID has obligated approximately $647 million against the SWIFT 5 vehicle since it was awarded in 2019, or roughly 26% of the $2.5 billion ceiling. The current scheduled last date to order is Sept. 5, 2026, according to GovTribe data.

Chemonics has been the most successful incumbent by having taken a majority of the SWIFT 5 spend at around $353 million, or 54.5% of the volume. Creative Associates, Dexis, Management Systems International and DT Global round out the top five recipients of the contract spend.
