IRS chooses 6 for $300M consulting pact
This blanket purchase agreement points to the management and operational aspects of the IRS' larger modernization push.
Six companies have won positions on a five-year, $300 million blanket purchase agreement for consulting services that are non-IT in nature to the IRS.
IRS officials made their selections on Friday and received 34 bids in total for the pact, according to Federal Procurement Data System records.
The Wage and Investment Non-IT Consulting BPA covers the delivery of strategic, technical, program management and implementation advice and guidance to support IRS strategic objectives.
Awardees are as follows:
- Accenture Federal
- Censeo Consulting Group
- Chevo Consulting
- Guidehouse
- Maximus
- Purisolve
Work under this BPA will support the agency’s wage and investment division, which is responsible for delivering customer service and tax return processing support for all U.S. taxpayers.
The final solicitation was only available in the General Services Administration's eBuy portal, but a presolicitation document from December 2023 outlines the IRS' desire for independent analyses and assessments of its challenges.
Much of the conversation around IRS modernization naturally pivots to its technological environment, but this BPA points to other aspects of management and operations as priorities as well.
The BPA's task areas include training, instructional design, business improvements, strategic planning, strategic initiatives, statistical analysis, business metrics, goal setting, program integration and regulatory compliance.
