Guidehouse protests classified ODNI contract

Guidehouse is continuing its fight for a highly-classified contract with the Office of the Director of National Intelligence.

The company filed a protest in 2022 to challenge aspects of the solicitation. The Government Accountability Office dismissed the protest in November of that same year after ODNI took corrective action to address Guidehouse’s concerns.

On Monday, Guidehouse filed a new protest against the same contract. But it is not clear whether this is another solicitation challenge or if Guidehouse is objecting to whoever won the contract.

My usual sources are staying quiet because of the classified nature of the contract. Searches on various databases using the solicitation number listed by GAO – 2021-20111300002S – have come up empty.

We’ve reached out to Guidehouse for comment and will update this post if and when we hear back.

In looking at Guidehouse's website, the company offers five sets of services in their defense and intelligence business: mission strategy and transformation, financial management, data management, technology modernization, and IT strategy.

Two examples the company offers cover modernizing procurement systems and acquisition strategy support for weapon systems programs.

ODNI was stood up in 2004 and is the head of the intelligence community. Currently led by Avril Haines, the office acts as the principal intelligence advisor to the president.

Her priorities include building trust and confidence, strengthening the workforce, aligning intelligence resources with current threats, and promoting expertise and the use of data, science and innovation.

A GAO decision on Guidehouse's newest protest is due Aug. 28.
