GSA unveils solicitation for $1.8B military readiness support vehicle

The General Services Administration is now ready for industry to start working on their proposals for a potential five-year, $1.8 billion professional services contract vehicle that will focus on military readiness initiatives.

Bids have a due date of March 6 and awards will be divided up across two pools with a mix of unrestricted and small business selections for each.

Companies may bid for both pools of the Personnel and Readiness Infrastructure Support Management contract but must compile individual and separate proposals for them, GSA said in its Friday notice to release the final solicitation.

The contract will have a one-year base period and up to four individual option years. GSA is managing the procurement in support of the office of DOD's undersecretary for personnel and readiness, its directorates and other mission partners.

PRISM's two pools are called Personnel & Readiness, and Major Department of Defense Systems. The MDoDS pool's scope covers significant and complex systems that are connected to large-scale DOD projects for advanced technologies and substantial investments.

The P&R pool will have eight awards and MDoDS will have six, with each having an even split of unrestricted and small business selections.

Pricing at the master contract level will only be evaluated for fair and reasonableness, and only for those determined to be the highest technically-rated bidders. The solicitation says that pricing will be accomplished at the task order level.

GSA makes these other key evaluation critieria pointers in the solicitation: the evaluation will neither be based on a lowest price technically acceptable method, nor have tradeoffs.

Technical approach, key personnel, corporate experience and past performance are the four non-price evaluation factors and are written in order of importance.

Questions over the solicitation have a due date of Feb. 14.
