Energy makes awards on multibillion-dollar vehicle

Agencies use the Energy Savings Performance Contract mechanism to get started on new conservation initiatives at their existing facilities.

The Energy Department has awarded 20 companies positions on the newest iteration of a multibillion-dollar contract vehicle that other federal agencies can use to acquire energy resources and related services for their facilities.

The Energy Savings Performance Contract IDIQ Generation 4 program has a potential ordering period of 10 years and each awardee has an individual $5 billion ceiling. Energy finalized the awards on July 27 and July 28 with 25 bids submitted for a place on the vehicle, according to Federal Procurement Data System information.

ESPC GEN 4 will have an initial five-year base period followed by a five-year option period, while the task orders can have a duration of up to 25 years each.

This program continues the department's work with the entire federal government on advancing energy efficiency and water conservation efforts, primarily through the purchase and use of distributed and renewable energy.

ESPCs are designed as alternative financing mechanisms arranged between a federal agency and an energy service company, the latter of which is responsible for designing and constructing projects. The idea is to help agencies speed up investments in new energy conservation measures at existing facilities without up-front capital requirements and designated appropriations.

The current iteration of the ESPC vehicle was awarded in 2017 and expires in April 2026.
