PSI wins $156M Veterans Affairs testing recompete

Planned Systems International conducts tests and manages projects related to the rollout of the new Oracle Cerner electronic health record.

Planned Systems International has won a potential five-year, $156.1 million contract to continue as the main provider of testing services for the Veterans Affairs Department’s electronic health overhaul.

VA sought to hire a contractor that could also help the department manage projects supporting the deployment and transition to a new Oracle Cerner EHR platform.

The department awarded the Independent Enterprise Testing and Support Services contract on Monday and received six bids in total, according to Federal Procurement Data System records.

Arlington, Virginia-headquartered PSI won the original predecessor contract in 2020 when it was known as Enterprise Testing Service Support Services, or ETSSS. VA has obligated approximately $162.4 million against that contract to-date, according to GovTribe data.

Current deployments of the EHR are on pause to address a large number of issues with how that software was implemented at five facilities. Newly-installed VA Secretary Doug Collins told the Senate Veterans Affairs Committee in January that he would prioritize the EHR rollout if confirmed to the position.

PSI is responsible for work to test and evaluate software, infrastructure and environments, and support the functions of VA’s independent verification and validation test center.

The new IETSS contract also covers project management, test and evaluation support, systems engineering and implementation support, and process and quality management.

IETSS has a one-year base period with up to four individual option years.
