Digital services and segment leadership moves across the market

Ad Hoc

Brian Michl has joined the digital services and consumer experience-focused company as chief operating officer following two decades at General Dynamics IT and predecessor organizations.

Michl started his career at the former SRA International as a software engineer and progressed to leadership roles over multi-disciplinary teams at then CSRA and later GDIT.

Booz Allen Hamilton

Scott Berrier, a retired Army lieutenant general and former Defense Intelligence Agency director, has joined the firm as a senior vice president in its national security business.

Berrier led DIA in the four years prior to his retirement in February after 40 years of military service. While assigned to DIA, he led that 16,500-person agency through a series of organizational changes to position for the global strategic competition.

He is also a former Army deputy chief of staff for intelligence and commanding general for the Army Intelligence Center of Excellence, among other assignments.

Now at Booz Allen, Berrier will support and expand the firm's business growth and development efforts across its intelligence community client base.

Concept Plus

Gary Sofo has joined the software development provider as senior vice president and general manager for its sector focused on health care and federal civilian agencies.

Sofo most recently was senior VP of IT at Tyto Athene and before that held an executive VP position at Qbase.

Along with Sofo, Concept Plus also hired Josh Temkin as VP and chief architect to lead its technology solution development work. Temkin joins Concept Plus from Leidos, where he worked as technical architect and chief engineer for theater systems.

Concept Plus is backed by the government market investment firm Blue Delta Capital Partners and specializes in the integration of Oracle-based solutions for agencies.

Guidehouse

The consulting firm has made a trio of partner-level hires for its financial services segment including Nancy Sieger, the former IRS chief information officer and Treasury chief technology officer.

Sieger will work as IRS account lead at Guidehouse and advise the company on the implementation of large-scale digital and IT transformations for public sector organizations.

Daniel Hu joins Guidehouse as leader of its commercial financial services business line and Paul Burke will lead the loan, securitization and trust services team.

Thales Defense & Security Inc.

Dave Bassett, a retired Army lieutenant general, has joined the board of directors for the multinational company's subsidiary focused on U.S. government programs.

Bassett retired from active service in 2024 after a 35-year career that culminated with his assignment as director of the Defense Contract Management Agency.

He spent 20 years as a member of the Army Acquisition Corps in roles that saw him responsible for programs involving command-and-control, networking and communications, combat support, service support equipment, and vehicles.
