ECS

Kelly Demaitre has joined ASGN's government technology segment as senior vice president of human capital to lead the overall talent function.

She will oversee all of ECS' initiatives for attracting, engaging, and retaining technology and business talent.

Dematire most recently worked as chief people officer at Karsun Solutions. Her career prior to that also includes stints as chief human resources officer at Dovel Technologies and senior vice president of HR at CACI International.

Herrick Technology Laboratories

Ron Sayco has joined the software-defined radio maker as chief financial officer with the responsibility of helping it scale in this current phase of its strategy.

In April, HTL announced its receipt of a $25 million investment from the government market-focused venture firm Blue Delta Capital Partners.

Sayco most recently worked in the CFO position at Merlin Cyber and before that held the same role at managed satellite services provider Ovzon. His career also includes senior strategy leadership roles at Thales Communications and BAE Systems Inc.

Noblis

Stephen Frost returned to the nonprofit science and technology firm on Tuesday as chief data engineer, a role that involves responsibility of evolving and leading its overall data strategy and systems.

Frost previously worked at Noblis from 1997-to-2012, during which he helped lead Noblis' work to build its Innovation and Collaboration Center and data center for high-powered computing.

Most recently, the three-decade technology veteran was chief technical officer at Crunchy Data.

Reli Group

Douglas Kelly Jr. has joined the government IT and professional services provider as chief strategy officer and brings approximately two decades of experience to the role.

Most recently, Kelly led the profit-and-loss function at NTT Data's federal health practice after working as vice president of sales for that company's federal health and civilian markets.

His career also includes leadership roles at Booz Allen Hamilton, KPMG, the former CSRA and Accenture.

Terran Orbital

The small satellite maker has made a trio of changes to its C-level executive leadership team amid an ongoing strategic review and following Lockheed Martin's May 2 withdrawal of an offer to acquire it.

Peter Krauss will join Terran Orbital as chief operating officer approximately four months after he first took on a senior advisory role with the company. He is a former CEO of payment technology companies such as Arroweye Solutions and Plasticard Locktech International.

Adarash Parekh is also joining Terran Orbital as chief financial officer after having previously held the CFO role at medical tech company Alio. Terran Orbital also appointed Mathiew Riffel as chief accounting officer following his stint as acting CFO.

Terran Orbital is a supplier of satellite buses to Lockheed, which is incorporating them into satellites under a contract with the Space Development Agency. Lockheed is also an investor in Terran Orbital through the former's venture capital arm.
