Space Force moves closer to $2.5B advisory services solicitation

A newly released draft request for proposals sheds light on how the military's youngest service branch wants industry support for shaping its weapon system programs.

Space Force has given industry a new glimpse at how the service branch plans to compete a potential 10-year, $2.5 billion contract for advisory and assistance services focused on weapons systems.

July 19 is the due date for feedback on the draft solicitation for the multiple-award contract called "Hemisphere," the branch said in a Wednesday Sam.gov notice.

Hemisphere's scope is broad given it covers current and future programs, classified and unclassified efforts, and systems that operate in all environments including ground, near-space and in-space.

The draft solicitation breaks out the work into 10 major areas:

  • Lifecycle acquisition and sustainment
  • Cybersecurity
  • Executive acquisition
  • Executive administration and personnel management
  • Product support and logistics
  • Contracting
  • Test and operations
  • Intelligence
  • Facilities
  • Launch

Given the nature of the work, companies interested in the contract will have to explain actual or potential organizational conflicts-of-interest involving their business units. The OCI piece will also enter the equation regarding subcontractors, for which the lead contractor must manage the work distribution to ensure no such conflicts exist.

Prime contractors may add subcontractors to their team after an examination of information and ensure there are no OCIs.
