CGI Federal elevates new defense leader

CGI Federal moves one of its own executives up to the leadership role for its defense, intelligence and space unit.

CGI Federal has promoted nearly two-decade market veteran Horace Blackman to senior vice president and leader of the defense, intelligence and space business unit.

The appointment is effective immediately and sees Blackman responsible for shaping the unit’s strategy and growth functions in the wake of its acquisitions of TeraThink and Array.

He will report to CGI Federal President Stephanie Mango, the company said Tuesday.

Blackman joined CGI Federal in 2020 to lead consulting services for its health and human services market.

His career in industry also includes executive roles at Leidos, Lockheed Martin, Cognizant and Edifecs. Prior to that, Blackman worked in IT strategy and service delivery-focused leadership posts at the Veterans Affairs Department.
