DynCorp continues battle for $700M intelligence contract

DynCorp International is now into round three of protests over a $700 million Army intelligence contract that went to CACI International nearly 15 months ago.
DynCorp International’s protest fight over a $723.9 million Army intelligence contract won by CACI International has now stretched out to more than a full year.
CACI won the task order under the Global Intelligence Support Services contract vehicle in May 2019, then DynCorp quickly responded with a protest. The Army took a corrective action and re-awarded the task order to CACI. Another DynCorp protest result in a second corrective action. ManTech International also filed a protest but hasn't filed again since the first corrective action.
And again, CACI retained the contract.
But this time, it doesn’t look like another corrective action is going to happen and the Government Accountability Office will have to issue a decision.
DynCorp filed its latest protest in June and has since filed two more supplemental protests. A decision from GAO is expected on Sept. 24.
The company has maintained that the evaluation was flawed and that it should have been picked as the winner.
The task order is for services supporting the Army’s Intelligence and Security Command known as INSCOM. There is a wide range of services that include support for ground and aerial intelligence equipment and operations, facilities and infrastructure. Support will be provided globally and covers tactical, operational and strategic intelligence units.
For DynCorp, this is one of several protest battles it has lodged this year.
