DOD previews $1.5B professional services recompete

The Defense Department gives an early glimpse at the $1.5 billion recompete of a professional services contract used by its top acquisition official.
The Defense Department has previewed the recompete of and laid out a preliminary timeline for moving forward on awarding a $1.5 billion professional services contract for use primarily by DOD’s top acquisition official.
A draft solicitation for the next iteration of the Analytic & Technical Support Services contract should be released on May 4 with a final request for proposals due June 8. The department’s Washington Headquarters Service then plans to make awards sometime around Aug. 31, according to a presolicitation notice posted Wednesday to Beta.Sam.Gov.
DOD’s undersecretaries for acquisition and sustainment and research and engineering, plus the so-called Fourth Estate agencies outside the military service branches can also use the contract to acquire professional, scientific and technical services and general management consulting support.
One pool of awards will be reserved for small businesses and the second is open to all bidders as an unrestricted track. Nearly 20 percent of task order requirements will be set aside for small businesses, while “two or more” awards of seats are planned for both pools.
A Deltek description of the contract lists its key areas of work as including:
- Strategic planning
- Capability assessment and technical evaluation
- Project integration and execution support
- Technical and management support for science and technology
- Financial management
- Assessment and security
Task order awards will have a ceiling value of up to $250 million each over five years. The current ATSS contract is slated to expire on June 14 and its notable incumbents include Booz Allen Hamilton, CACI International and LMI.
