GSA grows OASIS Pool 2 with more unrestricted awards

GSA has added nine more companies as part of an on-ramping process for Pool 2 of the massive OASIS professional services contract.
The General Services Administration has finalized nine awards as part of the on-ramp process for one pool of GSA’s massive government-wide OASIS professional services contract.
In a FedBizOpps notice posted Thursday, GSA said it also named a 10th company as apparently successful in its bid to join Pool 2 of OASIS’ unrestricted track. That 10th selection Optum Public Sector Solutions Inc. is pending a pre-award accounting system review.
That group of nine winners is as follows:
- Creative Associates International
- E3 Federal Solutions (now E3/Sentinel)
- Ernst & Young
- Impaq International
- Kforce Government Solutions (now part of ManTech International)
- Mathematica Policy Research
- Palmetto GBA
- Tecolote Research
OASIS Pool 2 for the unrestricted and small business tracks covers services such as accounting, tax preparation and research-and-development in social sciences and humanities.
Including this group of nine, the number of Pool 2 Unrestricted prime contractors stands at 49 pending any post-award protests and Optum’s selection getting finalized.
OASIS was originally awarded in 2014 and is a companion contract to Alliant, which covers broad IT services and solutions for federal agencies.
The on-ramp processes for Pools 1, 3 and 4 of OASIS Unrestricted are ongoing after GSA released a series of re-worked solicitations in July for those three portions. All proposals are due Oct. 9 with an award currently anticipated for early next year.
That is in conjunction with another set of redone solicitations for the on-ramp processes in OASIS’ Small Business track with Pools, 1, 3 and 4 still held up by protests before GSA can make awards.
AdventureOne and Apogee Engineering are the two remaining protests there awaiting Government Accountability Office decisions. A GAO ruling on AdventureOne’s protest is due Sept. 23 and the decision on Apogee’s protest is due Oct. 4.
Late last month, GAO denied protests by TechAnax and Rigil Corp. that involved the timing of when final rules regarding small business size standards get implemented.
