Lockheed-Raytheon team to pursue air traffic control consolidation program

Lockheed Martin and Raytheon will jointly pursue a contract to consolidate and modernize the nationwide network of surveillance and air traffic control radar systems.

Lockheed Martin and Raytheon have formed a partnership through which they will pursue a large, multi-agency contract to consolidate and modernize the nationwide network of surveillance and air traffic control radar systems, the companies said Monday.

The Spectrum Efficient National Surveillance Radar program is in itself a joint effort by the Federal Aviation Administration, the Defense and Homeland Security departments, and National Oceanic and Atmospheric Administration.

Through “SENSR,” the agencies seek to replace the surveillance and air traffic control systems in place with fewer, more consolidated multi-mission systems in a move that would also release wireless spectrum for use in the commercial sector.

Our sister publication FCW has reported SENSR would have those platforms and applications combined into a single “system of systems” by 2024, then free up that vacated spectrum for commercial auction also by 2024 and move federal users shortly afterwards.

The FAA’s contracting office is running the SENSR procurement and expects a draft solicitation to be released in December of this year with a final request for proposals out in August 2020. An award is scheduled for December 2021.
