Noblis hires Belcan, Booz Allen vet Jacques
Noblis hires two-decade federal IT industry veteran Rich Jacques to lead its intelligence practice.
Nonprofit science and technology organization Noblis has hired nearly two-decade federal technology market veteran Rich Jacques as vice president of its intelligence practice.
Jacques will oversee the firm’s intelligence, national security and law enforcement programs for 14 federal agencies and also lead the Noblis ESI subsidiary that concentrates on defense and intelligence clients, Noblis said Monday.
The Noblis ESI arm provides advanced systems engineering, technology, program management, and acquisition services to its customers.
Prior to Noblis, Jacques held positions at Belcan and Booz Allen Hamilton with responsibility over programs and multi-functional teams across several intelligence agencies.
Reston, Virginia-based Noblis cited Jacques’ background in areas such as technology modernization, organizational performance and strategic planning. The firm says he brings experience in operational aspects of business optimization such as strategy development, technology transformation, organizational process improvement, contract and program management and human capital strategies.
