Small firm unseats incumbent for $493M engineering contract

Science Systems and Applications Inc. wins a $493 million electrical and electronic engineering services contract with NASA and unseats a larger incumbent.
Science Systems and Applications Inc. has won a five-year, $493 million contract to carry out electrical and electronic engineering services to NASA in support of the agency’s efforts to develop new technologies for space and science missions.
This is the third iteration of NASA’s Electrical Systems Engineering Services contract and like its predecessor was awarded as a small business set-aside. The ESES III contract’s 60-day phase-in period begins Sept. 2 and the ordering period is slated to start Nov. 1, NASA said Wednesday.
ASRC Federal is the incumbent on the current ESES II contract scheduled to expire on Oct. 31. That contract was awarded in 2013 and has a $567 million ceiling value with $497 million spent against it so far, according to Deltek data.
The work supports NASA in technology areas such as spaceflight, airborne and ground system hardware and software. Services include study, design, development, fabrication, integration, testing, verification and operations.
