Navy picks seven for info ops, oceanography contract

The Navy has chosen seven companies for a set of potential five-year contracts to help develop software for the branch’s information operations, meteorology and oceanography systems.

Nine total bids were submitted for the contract that also covers engineering support services, the Defense Department said in its awards digest. Work will take place over an initial two-year base period and could extend to August 2023 under a three-year option.

Solicitation documents indicate the contract is a total $80 million acquisition but each awardee will compete for a different ceiling amount as task orders are individually awarded.

The Navy is seeking help to carry out regular refreshes of hardware and software on platforms deployed with the Consolidated Afloat Networks and Enterprise Services shipboard network. Each new CANES release requires regular software development and integration beforehand, according to a Deltek description of the work.

CANES is a consolidated network formed out of five legacy networks to give ships a standard, common computing environment.

Award details are as follows:

• Forward Slope: $20.2 million base value, $52.1 million ceiling value

• General Dynamics: $20.9 million base value, $53.8 million ceiling value

• Geocent: $18.3 million base value, $53.8 million ceiling value

• P&J Robinson: $20.2 million base value, $52 million ceiling value

• Solers: $22 million base value, $56.8 million ceiling value

• Solute: $17 million base value, $43.8 million ceiling value

• Technology Unlimited Group: $22.4 million base value, $57.7 million ceiling value

Additional task areas include systems engineering, systems architecture and agile development.
