Army unveils $82B LOGCAP V solicitation

One of the decade’s biggest government services contract opportunities is officially out the door as the Army moves closer to awarding the next iteration of its main overseas logistics support vehicle.

The Army released the final request for proposals on Monday for the potential 10-year, $82 billion Logistics Civil Augmentation Program V contract widely known as LOGCAP V.  Proposals are due on Jan. 22, 2018 and an award is anticipated in September, according to the solicitation posted on FedBizOpps.

Between four and six awards are anticipated for LOGCAP V on a “best value tradeoff” basis, the solicitation says. The RFP’s release comes one month after the Army held an industry day to discuss LOGCAP V with 76 companies in attendance.

LOGCAP V will support the Army, its service component commands, geographic combatant commands, coalition partners and other agencies.

DynCorp International, Fluor and KBR are incumbents on the predecessor LOGCAP IV vehicle slated to expire on April 2, 2018. The Army finalized awards in 2007 for LOGCAP IV, which had a $150 billion ceiling.

Fluor has been the most successful LOGCAP IV awardee with $11.6 billion in obligated funds since the 2007 award. DynCorp is next at $7.3 billion in obligations and is followed by KBR with $2.4 billion, according to Deltek data.

PAE and Parsons announced their joint venture in October to pursue a prime position on LOGCAP V.

The variants of LOGCAP date back to 1992 when heritage KBR company Brown and Root Services won the first iteration with an $815 million ceiling. LOGCAP II then came down in 1997 to DynCorp and the third version was awarded four years later to KBR, which was followed by the current version four in 2008.

LOGCAP IV has functioned as the Army’s primary vehicle to support operations in Afghanistan and Iraq but has expanded to other countries as well since its award.
