Customs and Border Protection searches for new case management system

The Homeland Security Department’s Customs and Border Protection bureau is looking for help in finding a commercial case management system for what the sources sought notice calls the Office of Personal Responsibility.

Currently, CBP is using commercially based application called the Joint Integrity Case Management System.

They want to replace it with a new system that provides the same core investigative case management features along with new capabilities.

They want the system to be able to handle all of the case load of the Office of Personal Responsibility. Note: I searched for CBP Office of Personal Responsibility to describe what it does but I only found an Office of Professional Responsibility.

The new application must be web accessible from around the country. It also must meet FISMA security requirements. It should be able to be migrated to a hosted, cloud-based platform in one to two years.

CBP also wants its developers to be able to customize the commercial application for things like fields on the screen and adding new fields to the database.

The software also must be able to attain an Authorization To Operate on CBP within six months.

Responses are due March 21 and should be limited to 50 pages – 8.5 inches by 11 inches, 12-point font and one-inch margins in Word.

It is optional to include a 10-year cost operate estimates based on the requirements in the statement of work.
