Who won August's biggest contracts?

With 57 contract awards, August finally breaks the streak of the rising number of contract awards that Washington Technology has covered since the beginning of the year but not by much.

In terms of contract values, August was a wild month, with six of the 10 top contracts having values in the billions. To secure one of the other four spots, you had to have won a contract worth $206 million or above.

Washington Technology covered 57 awards in August, just a few under the 62 in July and the 61 in June, but still more than the 52 in May, the 45 in April, the 30 in March, and the 13 in February.

Interestingly, the top spot this month is actually a tie between two different awards of the same contract.

So, starting at No. 10, the countdown begins:

10. Lockheed wins $206M order for more counterfire radars

Lockheed Martin has won a $206 million delivery order with the Army to provide 19 more AN/TPQ (Q-53) radar systems.

The company has already provided the Army with 32 initial production systems, and is currently producing an additional 33 systems, the company said in a release.

The AN/TPQ-53 radar is a long-range counterfire radar that provides soldiers with enhanced 360-degree protection from indirect fire.

9. Six win $243M contract to support Navy Aircraft Department

Six contractors have won a $243.1 million task order contract with the U.S. Navy to provide systems engineering support for the Naval Air Warfare Center Aircraft Department.

The winners are:

• BAE Systems Technology Solutions and Services
• Booz Allen Hamilton Engineering Services
• Coherent Technical Services
• Engility Corp.
• Sierra Nevada Corp.

All work will support the department’s Aircraft Control Systems Division.

8. InDyne wins $250M option for range operations at Eglin training complex

InDyne Inc. has won a $250 million option to provide range operations and maintenance services to Eglin Test & Training Complex.

Under the option, InDyne will provide test and training mission support and engineering support for range system design/modification/range configuration.

7. BAE wins $534M Air Force contract for nuclear weapon support work

BAE Systems has won a $534.9 million contract to provide a variety of engineering and support services to the Air Force.

Under the contract, BAE Systems will provide system engineering, technical assistance support, training and development in performing integration, sustaining engineering, and program management support functions for the Minuteman III weapon system.

6. Eight win $1.3B Defense contract for work on obsolete tech

Eight companies have won a $1.3 billion contract modification under the Defense Department's Advanced Technology Support Program III contract to support obsolete and difficult to maintain technologies.

The winners are:

• General Dynamics Advanced Information Systems
• Honeywell Defense and Space Electronic Systems
• Lockheed Martin Systems Integration
• Northrop Grumman Systems Corp.
• Northrop Grumman Space & Mission Systems

The Advanced Technology Support Program III contract, or ATSP3, calls for engineering services designed to resolve problems with obsolete, unreliable, unmaintainable, underperforming, or incapable electronics hardware and software, the Defense Department said.

5. SAIC takes $1.76B NASA contract from Wyle

Following a protest this spring, Science Applications International Corp. has won a $1.76 billion NASA contract known as the Human Health and Performance Contract.

Under the contract, SAIC will support all human spaceflight programs at NASA’s Johnson Space Center. This includes the International Space Station, Orion, Advanced Exploration Systems, human research, commercial crew and cargo programs and the Space Technology Mission Directorate.

Wyle has protested the award to SAIC, so this one isn't over yet.

4. 17 win $6B DHS continuous monitoring contract

The General Services Administration and the Homeland Security Department have issued a slew of awards as part of a $6 billion cloud-based cybersecurity offering.

Seventeen companies have won blanket purchase agreements to provide a variety of cyber tools as part of DHS’s Continuous Diagnostics and Mitigation program. GSA describes it as Continuous Monitoring as a Service or CMaaS.

3. Air Force tries again with NetCents 2 Product awards

Maybe the third time will be the charm for the Air Force as it makes its another attempt to award its $6.9 billion NetCents 2 Products contract.

Twice before the Air Force has made awards and twice the service has pulled back on the procurement after being flooded with bid protests.

Now they have made awards to 16 companies, which is the most obvious difference between this attempt at contract awards versus the first and second attempt.

The eight companies who won round two in April and are still on the contract are:

Several of the losing bidders are protesting the awards.

And the tie that topped July 2013’s top contracts list is:

1. 18 more win DHS EAGLE II contracts

Eighteen more awards were made under the Homeland Security Department’s $22 billion EAGLE II contract vehicle.

Seven of the awards were in the HUBZone small business track under the EAGLE II Functional Category 1 for service delivery. The contracts have a five-year base and one two-year option.

The Homeland Security Department is expected to award 14 more small businesses contracts under its $22 billion Eagle II contract.

A source close to the procurement said the awards are in the functional category 1, which covers service delivery such as systems integration, software design/development, operations and maintenance.
