Who won Februrary's biggest contracts?

Find opportunities — and win them.

February was the last full month before sequestration. It saw only a small amount of contract award announcements, and we didn't see any of those huge, billion-dollar behemoths , but that doesn't mean that we didn't see any big wins.

For the month of February, Washington Technology covered 13 contract awards. Just like back in January, a small-business award scored very high on the list.

Starting at No. 10, the countdown for the second month of the calendar year went like this:

10. Accenture wins $24.4M modernization contract

Accenture Federal Services will modernize the U.S. National Science Foundation’s financial accounting system under this award.

The new system will be fully integrated, based on commercial-off-the-shelf software, and will be hosted in a shared service environment, the company said.

The new financial system will be cloud-based, utilize the company’s Federal Financials as a Service offering and its financial systems shared service center, Accenture said.

9. GDIT wins $27M brain injury center contract

General Dynamics Information Technology will support the Army's tramatic brain injury award through this cost-plus-fixed-fee contract.

GD will support programs at the Defense and Veteran Brain Injury Center, which is a congressionally mandated collaboration of health centers of the Defense and Veteran Affairs departments that treat patients with traumatic brain injuries.

8. MacB wins $31M option to provide intelligence support to Air Force special operations

MacAulay-Brown has won a $31 million contract option with the U.S. Air Force Special Operations Command to support intelligence units at two Air Force locations.

The two locations are Hurlburt Field, Fla., and Cannon Air Force Base, N.M.

MacB will provide intelligence specialists to support the command in planning, integration and implementing new and existing intelligence collection, exploitation, reporting, dissemination and evaluation capabilities, the company said in a release.

7. HP nabs $48M contract to aid health care reform

HP Enterprise Services' contract with the Vermont Health Access Department will help the state of Vermont reach its health care reform goals.

Under the contract, the company will relocate the current Medicaid management information system to a modernized data center, upgrade call-center technology, provide claims processing, financial management, drug rebate processing, system maintenance and a number of other services.

The company will also enable the state to expand its use of the HP Medical Assistance Provider Incentive Repository tool to track incentive payments to providers under the federal “meaningful use” requirements under the federal health care reform laws. The company also will make the compliant with new coding requirements known as ICD-10, the company said in a release.

6. Boeing wins $51M GPS modernization contract

Boeing contract with the U.S. Air Force will help the service continue to modernize the Global Positioning System satellite constellation.

The contract has a one-year base, four option years, and covers GPS IIF satellite shipment to the launch site in Flordia, pre-launch preparation, post-launch checkout, handover and on-orbit support, the company said.

IIF satellites provide greater navigational accuracy through advances such as atomic clock technology, a new civilian L5 signal and an improved military signal, Boeing said.

5. DRC named one of eight Army Omnibus II winners

Dynamics Research Corp. has been named to the U.S. Army’s five-year $75 million Omnibus II task order contract. The company is one of eight winners. Washington Technology is still trying to confirm the others.

Under the contract, the company will provide infrastructure and software engineering support to the U.S. Army Armament Research, Development and Engineering Center at Picatinny Arsenal, N.J.

4. Alion wins $183M contract modification for acquisition support

Alion Science and Technology has won a three-year, $183 million contract modification with the U.S. Air Force to provide lifecycle acquisition support to the Assistant Secretary of the Air Force, Acquisition.

The company will also provide lifecycle acquisition support to the F-35 Lightning II Joint Program Management Office.

The goal of this modification is to allow for greater continuity across the spectrum of Air Force and F-35 acquisition operations, Alion said in a release.

3. ISS names team on $249M Air Force contract

Intelligent Software Solutions has won a $249 million Command and Control Applications and Information Services Development task order contract with the Air Force.

The contract, also known as C2AD, was awarded through the Air Force Life Cycle Management Center at Hansom Air Force Base, Mass.

It supports the replacement of theater battle management core systems, as well as the development of Air Force C2 applications and information services for air, space and cyberspace domains, ISS said in a release.

ISS named the following companies as being on its team:

• Data Tactics Corporation
• Tactical Communications Group  LLC
• Triquetra Technologies

ISS is one of seven winners of the contract. Washington Technology is still trying to confirm the other winners.

2. 13 small businesses tapped for $250M Navy contract

Thirteen small businesses have been won $249.6 million task order contract by the U.S. Navy for command and control work.

The cost-plus-fixed-fee contract, which has provisions for fixed-price-incentive and firm-fixed-price orders, is performance-based, and has a base value of $49.9 million, but gets to nearly $250 million if options are exercised.

Under the contract, the companies will compete for task orders to proviide business and force support services, including research, development, test, evaluation, production and fielding services, the Defense Department said in a release.

And the No. 1 contract in February is...

1. Unisys wins $650M IRS IT contract

Unisys has won a $650 million single-award Enterprise Computing Center Support contract from the Internal Revenue Service to continue supporting the computer systems the agency uses to process taxes.

Unisys will support and maintain the IRS computing environment, including Unisys ClearPath Dorado servers, the company said.

The services that the company provides will help the service with its mission critical functions, like processing tax returns and maintaining taxpayer records.
