Protests by the the losing bidders have put a halt to the Homeland Security Department's plans to revamp its financial management systems.

Protests by the losing bidders have brought the Homeland Security Department’s financial services upgrade to a halt.

Savantage Financial Services Inc. and Global Computer Enterprises Inc. have protested the $450 million Transformation and Systems Consolidation contract, which was Awarded to CACI International in mid-November.

The Government Accountability Office has until March 10, 2011, to make a ruling on the protests.

DHS wants to use the contract to consolidate and integrate its enterprise financial, acquisition and asset management systems.

The department declined to comment on the specifics of the protest but did say that “TASC was conducted as a full and open negotiated procurement in accordance with [the] Federal Acquisition Regulation.”
