IRS seeks industry input on business rules management

The IRS seeks industry comments on a draft statement of work for business rules enterprise management for its Business Systems Modernization program.
IRS intends some time in the future to acquire software license and maintenance support, training and technical support services for implementing a business rules management environment, including interface, architecture, repository, business process modeling, modeling and analysis, and configuration services.
A business rules environment will allow IRS to update its systems quickly to reflect tax code and policy changes, the agency said in its posting at FedBizOpps.
A business rules system is designed to capture the knowledge of all the guidelines, policies and regulations that drive a business. For example, IRS is considering using business rules to drive the processing of tax returns by the Customer Account Data Engine, which will replace IRS' 1960s-era, tape-based Master File.
IRS will release a request for proposals at a later date. The proposed contract will be a five-year indefinite-delivery, indefinite-quantity contract with a one-year base period and four one-year options. IRS will plans to conduct an industry day Sept. 7 at its New Carrollton, Md., location.
