Pennsylvania names Deloitte executive new CIO

Arthur Stephens has been named deputy secretary for information technology and chief information officer for the state of Pennsylvania.

Stephens, who has more than 15 years of experience in the public sector and financial services industries, will begin his new position March 3, said Mia DeVane, a spokeswoman for the Pennsylvania Office of Administration.

He succeeds Charles Gerhards, who retired from the position last year.

Before accepting the position, he was a principal within the public sector practice of Deloitte Consulting of New York since 1997. He was responsible for the company's health and human services practice in Pennsylvania.

His primary responsibility was serving as the company's lead client service partner for the Pennsylvania Department of Public Welfare. He also worked with the state's departments of Health, Labor and Industry, and Insurance and Aging.

Before that, he held a managerial position within Andersen Consulting (now Accenture Ltd. of Hamilton, Bermuda) focusing on tax and revenue systems. He helped implement tax processing systems in Connecticut, Maine, Maryland, Massachusetts and Pennsylvania.

Stephens holds a bachelor of science in finance from Pennsylvania State University.
