, chief knowledge officer and deputy chief information officer January 2001 Bachelor of arts, master of arts, master of philosophy and doctorate degrees, all from Columbia University. Married to Elizabeth Kingma; two sons, Matthew and Devin. Before the Coast Guard, Heiner was director of Web/Internet services at Northrop Grumman Corp. and Federal Data Corp., where his business unit worked exclusively with federal agencies. I'm not making this up ? his bio speaks of rumors that he was a founding member of the group Sha-Na-Na.I wear two hats. My responsibilities cover the application of technology to how people learn, what they need to know to get the job done. ... I also am concerned with how we share information with each other, again in the service of what we need to know to get the job done. I think the Coast Guard is the only government organization that has made this decision. No, it was envisioned as early as 1998. ... I have had additional responsibility put on my shoulders. ... I suppose you could say the reason is because of the niche I occupy in the Coast Guard; it seemed appropriate to them that the CKO would be involved, for instance, in container security. Those are things I never anticipated. I don't think anyone did. There are two answers to that question, always. There is the strategic and there's the tactical. On the tactical side, we have very specific problems to address in the context of homeland security. We also have a change in command coming up. ... On the strategic side, we are looking at recrafting a strategy in conjunction with changes in the Coast Guard. Not that we are going to have a hard change, but it is only appropriate for a new commandant to be revisiting a five-year vision, and the 15- to 20-year vision of what the next Coast Guards are going to look like.XXXSPLITXXX-2100 Second St. S.W.Washington, DC 20593-0001(202) 366-4000 Aug. 4, 1790 Adm.
