Rear Adm. Munns to lead NMCI

Navy Rear Adm. Charles Munns is being assigned as program manager of the Navy-Marine Corps Intranet program office, Adm. Vern Clark, Chief of Naval Operations, announced Feb. 5.
The new program office created to be the centralized point of authority and accountability for the NMCI program will be effective Feb. 11.
Munns is the commander of Submarine Group Eight, Allied Submarines, Mediterranean. Marine Corps Col. Robert Logan will be his deputy.
The Navy also announced that senior level review of the program office will be accomplished by an NMCI senior executive council headed by John Young, assistant secretary of the Navy for Research, Development and Acquisition. Council composition is expected to include Navy representatives from operations, finance, training, and testing, as well as industry leaders.
"NMCI is a critical part of transforming the Navy-Marine Corps team to meet this nation's future security. It is also a very complex undertaking, and one that is a dramatic departure from the traditional ways of doing business within the Department of Defense," said Navy Secretary Gordon England. "These management initiatives will ensure we continue to move forward on this essential program."
Munns holds a master of science degree in computer science from the University of Colorado. He served as a deputy chief of staff for command, control, communications, computers and intelligence, resources, requirements and assessments for the chief information officer and chief financial officer of the U.S. Pacific Fleet.
Munns also completed a Pentagon tour from November 1992 to July 1994, with assignments on the Naval Operations staff, working for the deputy chief of operations for plans, policy and operations.
