Information technology solutions providers are showing strong interest in the General Services Administration's Cooperative Purchasing Program, according to a survey released Dec. 8 by McLean, Va., IT public relations firm O'Keeffe & Co. Inc.

States tap cybersecurity grants; DHS releases money from 2004 budget

As part of an ongoing statewide computer security audit, Florida decided to hack into the network of one of its 38 agencies last year to gauge the agency's information security vulnerabilities. To breach the network, the state technology office hired a company to train a select group of employees to perform the task.

Child care accountability

	The Washington Social and Health Services Department's divisions of economic services and child care and early learning want a solution to improve accountability of the Working Connection Child Care program. Requirements include streamlining record management, payment processing, attendance tracking and accounting. The RFP is expected in February.

Nev. case management system

	The Nevada court system needs a new management system for cases and documents. The state Information Technology Department is managing the procurement of a system that will be used by the Department of Administration Hearings and Appeals Division, Nevada district courts and the Nevada Supreme Court.

Calif. voting requirements

	Sacramento County, Calif., wants a new voting system that will meet the state's certification requirements. The system also must meet federal and state standards, including accessibility for disabled voters and foreign language requirements. The system also must qualify for state and federal funding; be used in polling places, in early voting and by absentee voters; and use current technology. It should also produce reports, allow for an independent recount and integrate with the system currently used by the county. The project is expected to be worth $20 million. A request for proposals is expected March 2004.

Despite a brightening fiscal environment, state and local government organizations still struggle with funding for certain information technology projects. Over the past three years, budget shortfalls have forced these governments to find and expand innovative alternatives to the traditional appropriations and funding processes.

Data center work in Calif.

	The California Health and Human Services data center is planning an RFP for a billing data collection system. The RFP is expected by the end of the year or in the first quarter of 2004. The vendor will provide billing data collection service. Tool and processes in use are dated and need to be improved before business and technology management problems can be solved.

N.Y. PeopleSoft upgrade

	The State University of New York Upstate Medical University is planning an RFP for an application service provider to host its PeopleSoft general ledger application. The RFP is expected by the end of the year or in the first quarter of 2004. The hospital uses PeopleSoft general ledger application release 7.0 with PeopleTools version 7.0.132. The system has few modifications. Outside interfaces were developed to post transactions to the ledger only. The upgrade should be included in a service proposal.

Mass. Medicaid system

	The Massachusetts Office of Health and Human Services is planning an RFP for the design, implementation and operation of a Medicaid management information system. The RFP is coming out of the agency's Division of Medical Assistance and is expected between March and May 2004. The contractor will provide a new MMIS that can meet the certification requirements of the federal Centers for Medicare and Medicaid Services. The system will enable the state to reduce costs, improve services and eliminate redundant interagency systems.

N.C. birth registration system

	The North Carolina Health and Human Services Department is preparing a request for proposals for a computerized, Web-based electronic birth registration system. The RFP is expected late this year or in early 2004. The contractor will provide a solution for registration, printing, certification, amendments, correspondence, query processing, inventory control, searching, record matching, issuance, file generation and export capabilities, and accounting and fee tracking.

The homeland security opportunity

The billions of dollars the federal government has appropriated for state and local first responders is not expected to produce any major systems integration opportunities in the foreseeable future, according to analysts and company officials.

New Hampshire ERP project

	The New Hampshire Department of Administrative Services wants to implement a statewide enterprise resource planning system. The department has been working with Maximus Inc. to conduct feasibility studies and create detailed requirements. The system will include budget and finance, human resources and electronic purchasing. The state has allotted $18 million for the project. An RFP is expected in November.

Revenue collection systems

	The Washington Transportation Department needs a new turnkey revenue collection system for the state ferry system. The new system must include infrastructure, hardware, software, training, implementation and maintenance to move to a new fare collection system.

Oklahoma network services

	The Oklahoma Central Services Department needs statewide PC and network hardware and software services. Requirements include configuration services, help desk, consulting and project management. An invitation to bid is expected in December.

Florida IT services

	The Florida Department of Management Services is developing a request for proposals for February for IT services including document management. The RFP is for a follow-on contract held by Hewlett-Packard Co., which has been extended to March 31.
