NTT Data contests $111M CDC contract on technicality

The incumbent is challenging the rival’s eligibility over a corporate name discrepancy in the government's official database of who its contractors are.

NTT Data is pushing a technicality as a way of winning back a $111 million task order with the Centers for Disease Control and Prevention agency.

NTT Data is the incumbent contractor, responsible for providing general IT support services to CDC's office of the chief information officer.

But Digital Management Inc. won the recompete, which CDC structured as an Alliant 2 task order.

In its protest with the Government Accountability Office, NTT argues that Digital Management Inc. is not eligible for the award because the latter is not registered in the Sam.gov database of government contractors.

In 2017, DMI changed its name in Sam.gov to Digital Management LLC. That is the name of the entity holding a position on the Alliant 2 vehicle.

But the Digital Management Inc. is not in Sam.gov and does not hold an Alliant 2 seat.

NTT Data argues that because of that differences in names, DMI is not eligible for the award.

NTT Data is also challenging how the CDC conducted evaluations and that the agency treated bidders unequally.

GAO will rule on the protest by June 4.
