Protests drive NNSA to cancel $350M award

The National Nuclear Security Administration is reworking the solicitation and will start the competition for IT managed services all over again.

The National Nuclear Security Administration has decided to cancel a a $350 million contract award to General Dynamics IT rather than fight its way through a set of protests to defend the decision.

Deloitte Consulting, Booz Allen Hamilton and Criterion Systems protested the award to GDIT by challenging the evaluation of their proposals under various non-price factors including mission suitability, oral presentations and approaches to two initial task orders.

They also challenged the agency’s best-value tradeoff decision.

NNSA canceled the solicitation on Monday, a move that effectively brings an end to the protests. The agency apparently will rework the solicitation and go back out for bids.

GDIT declined to comment.

The contract was competed as a five-year blanket purchase agreement that NNSA would use to acquire IT managed services. Solicitation documents describe how the BPA would support IT, cybersecurity, and mission integration work.

The prime would also manage subcontractors.
