Deloitte Consulting won a $340 million recompete to support the Health and Human Services Department’s financial systems, but a rival bidder is challenging that award.

General Dynamics IT has filed a protest to argue that HHS misevaluated both the company's proposal and management approach. The result was an unreasonable best-value determination.

HHS awarded the task order under the National Institutes of Health’s CIO-SP3 vehicle.

Services include systems integration and hosting services for HHS’s unified financial system that includes the Unified Financial Management System, Consolidated Financial Reporting System and Financial Business Intelligence System.

HHS awarded the task order on Sept. 24. GDIT filed its protest on Monday. The Government Accountability Office expects to make a decision by Jan. 15.
